When Arceus created the universe it separated its power into 17 plates that created the 17 Pokemon types (including Fairy) by doing this it insured its legacy would live on even if it perished, its very essence and soul has been passed on to the plates, "Whoever holds these plates, if they be worthy, shall posses the power of Arceus"
